House votes in favor of Speaker Johnson’s stopgap spending bill

November 14, 2023

House lawmakers on Tuesday voted in favor of Speaker Mike Johnson’s (R-LA) stopgap spending measure to avoid a government shutdown in less than four days.

The vote was 336 in favor and 95 against, surpassing the necessary two-thirds majority, with 209 Democrats voting with 127 Republicans, following House Democratic leaders Hakeem Jeffries of New York and Pete Aguilar of California taking time to evaluate the “bifurcated nature” of the measure.

Johnson’s proposal extends funding for some government programs until January 19 while it continues to fund other programs until February 2.

“This will allow everybody to go home for a couple of days for Thanksgiving, everybody cool off,” Johnson said earlier on Tuesday, calling Congress “a pressure cooker.”

The vote came as Congress is facing a deadline to approve government spending in order to avert a shutdown at midnight Friday.

Despite the plan’s absence of funding for Ukraine, which Sen. Mitch McConnell (R-KY) has backed tying to fund for Israel, the Senate Minority Leader praised Johnson’s bill on Monday as “a responsible measure that will keep the lights on, avoid a harmful lapse in federal spending” and allow Congress to complete work on annual spending bills over the next two months.

Senate Majority Leader Chuck Schumer has also touted Johnson’s plan as a step in the right direction because it extends funding at current levels without including deep cuts that GOP conservatives had demanded.

“I am pleased that Speaker Johnson seems to be moving in our direction by advancing a CR that does not include the highly partisan cuts that Democrats have warned against,” Schumer said on the Senate floor.
